I am doing the Ironman in Kona in October and have heard that athletes shower and change completley between legs. Is this true? Should I bring enough clothes to have a new set for each leg?

I have never seen the race in Kona, but the Ironman races I've done have not had "showers" available... There are change tents where you could theoretically change your clothes. Although most participants will be wearing "tri-suits" or at least "tri-shorts" and will not change shorts between the swim, bike, and run. Although depending on the weather they may have clothes to change into between the legs.
Is this your first long distance race? Or have you done a half iron or full iron distance already?

I have done one Half Ironman last summer and have another one in July to validate my spot for Kona. I just wore tri shorts for my race last summer, but wasn't sure if swimming in the salt water and at that distance that things would net to be changed. Thanks for your help

I will admit that I've never watched a long distance race in person that was in salt water. I've done a couple races with salt water swims and found that the tri shorts worked fine. But they were short distance.
I do believe that at Kona they have a "pass through shower" which is to say they have hoses set up spraying water down that you can run through. I would think it makes sense to take advantage of that.
If you've done a long distance race, and felt comfortable wearing your tri shorts the whole way, then I think you'll probably be comfortable doing a long distance race in your tri shorts.
