Does any one have any experience with heart monitors that work good for cyclists that won't break the bank?

Polar makes several HRMs that are relatively inexpensive. If you just want stopwatch+Heart rate, that's the way to go.
If you also want "bike computer" features like speed and distance, then you can get several other brands. Many bike computers offer an HRM option.
The high-end are often GPS enabled, like Garmin's which means they can also be great running computers.

Try the Garmin 305. I have it and love it. Ya it might seem big, but it wears nicely. Also, it is great because everything is in the watch. No arm bands, no doo hickie on your shoe, no synching it to your stride, just turn it on and go.
